This strategic initiative reflects CST’s ongoing efforts to strengthen the Kingdom’s leadership in advanced wireless technologies, enhance digital infrastructure, and build a prosperous and sustainable digital economy. The plan aims to optimize the use of the radio spectrum as a key enabler of digital transformation, economic growth, and global competitiveness for the Kingdom.
The outlook is expected to benefit multiple sectors by enabling advanced solutions and supporting the Kingdom’s readiness to host major global events that require intensive spectrum use. Additionally, it will support public telecommunications networks by providing the necessary frequencies to ensure service quality and expand coverage. Through modern, flexible regulatory frameworks, the outlook seeks to unlock the full potential of the radio spectrum and meet the evolving needs of future wireless technologies.
The outlook aims to support the deployment of Non-Terrestrial Networks (NTN) and satellite applications, expand the available radio spectrum for public telecommunications networks, and enable Fixed Wireless Access (FWA). It promotes more efficient spectrum use through light licensing models and Automated Frequency Coordination (AFC), which will allow Wi-Fi networks to operate effectively outdoors. Enabling the industrial and logistics sectors is a priority, by allocating spectrum for private networks and Internet of Things (IoT), also supporting innovative wireless technologies in the transportation sector, promoting spectrum trading, and fostering a rich environment for research and innovation, particularly for 6G networks. These efforts are expected to strengthen the Kingdom’s position as a global hub for digital investment and boost effective partnerships between the public and private sectors, marking a qualitative leap toward a smart and sustainable future.
CST had previously called for public input on Spectrum Outlook for Commercial and Innovative Use (2025–2027). CST received valuable feedback from various sectors, including telecommunications, space, industrial and transportation, as well as, regulatory entities, academic institutions, and global tech manufacturers, emphasizing the engagement of stakeholders in shaping the future of wireless technology use in the Kingdom.
